New Delhi: Union minister Piyush Goyal is presenting the Union Budget 2019 in parliament in the absence of Finance Minister, Arun Jaitley, who is reported to be in the US for medical treatment. Before the upcoming General Elections, this is the NDA government's last Interim Budget. The Centre has focussed the budget on immediate relief such as easing income tax rules, favourable loan terms for small businesses, farm loan waiver and even direct cash transfers to farmers who are under debt. A new announcement was made by the government saying that it will send Rs. 6,000 to small farmers directly into their bank accounts in a scheme that will be funded 100 per cent by the centre. The programme will cost Rs. 75,000 crore. The Railway Budget for 2019 was also presented.

Before the upcoming General Elections, this is the NDA government's last Interim Budget. PM Modi Sums Up Interim Budget In Election Year, "India is eradicating poverty at a record pace. It takes care of all sectors and classes. This budget is an important step to strengthen the nation," Prime Minister Narendra Modi said hours after Piyush Goyal presented the Interim Budget.

The last Budget of the PM Modi-led government was presented by the Union minister Piyush Goyal, before the national election. The Union Minister had announced that for the first time the centre has increased the Defence Budget to over Rs. 3 lakh crore. The Centre had said that the government will provide additional funds for defence if needed for border security. The Defence Budget earmarked in the last fiscal was Rs. 2,95,511 crore.

He said, "Our soldiers protect the country on the borders and they are our pride. We have allocated more than Rs. 3 lakh crore in this budget for securing our borders, which is the highest so far. If necessary, additional funds would be provided."

The Union Minister Piyush Goyal, who presented the Union Budget in the absence for Finance Minister Arun Jaitley, said that the government has already disbursed Rs. 35,000 crore under the One Rank, One Pension (OROP) scheme.

The UPA government was also targeted by the Union Minister saying it had sanctioned only Rs. 500 crore in its 2014-15 interim budget.

"While the Congress governments only put the OROP promise in the budget thrice, we have implemented it," he said.

Mr Goyal added that the government has announced a substantial hike in the Military Service Pay (MSP) of all service personnel and special allowances were given to naval and air force personnel deployed in high-risk roles.
